Director of Capital Projects
The Director of Capital Projects will be responsible for Joule's project engineering and construction projects. The ideal candidate will provide leadership and expertise in engineering and construction as well as capital management, and will work as an integral team member to develop Joule's commercial vision as a world leader in the production of renewable fuels and chemicals. This position reports to the Senior VP of Production and will be based in Hobbs, NM.
Responsibilities:
• Create and execute plant engineering and construction strategies, project planning, and site master plans in coordination with the commercial development plans of Joule
• Develop and maintain strong and effective relations with internal/external personnel, contractors and firms; Interface directly with engineering, construction, and subcontractor firm personnel
• Work closely with R&D, Engineering, Bio-processing, Production and Legal departments and across project teams to ensure that all activities are coordinated in conjunction with capital project goals
• Coordinate the preparation and submission of required documents for engineering and construction bids and proposals; Ensure that bids and proposals are complete and have followed a diligent process
• Manage external engineering and construction companies
• Develop and implement innovative engineering and construction strategies for capital projects
• Monitor and analyze engineering and construction industry trends to provide up to date strategies, costs, quality and timelines
• Provide leadership and expert input on teams and committees in all areas of project engineering and construction
• Overall capital project management including schedule, budget, quality and scope
• Provide commissioning planning and support of demonstration and commercial production facilities
• Provide engineering studies and estimates as required
• Identify cost effective design alternatives to minimize capital and operating costs
• Manage multiple capital projects across multiple geographies
• Liaise with the local permitting agencies and ensure that contractors are in compliance with building permit processes
Qualifications:
Candidates must have a Bachelor's degree in engineering and MBA or advanced engineering/technical degree, plus 15+ years experience in capital project implementation, capital management, and facility design and construction. They should also have experience and/or knowledge of the following:
• Preparing and managing project budgets, capital program budgets and project estimates
• Managing projects from conceptualization through start-up and commissioning
• Managing multiple projects in multiple geographic locations
• Procurement of engineering and construction services including the procurement of specialized trades
• Knowledge of the manufacture of renewable fuels and biologic products
• Experience on both the owner and contractor sides a plus
• Knowledge of regulations, guidelines and precedents related to siting and construction of facilities using biologically-based technologies
• Demonstrated ability to design efficiently and identify cost efficient alternatives
• Strong negotiation, communication and interpersonal skills and ability to deal effectively with a variety of personnel including engineering, production, scientific, and manufacturing staff
• International experience desired
